soo should i install it right off the bat,or later into the game?

so, just reinstalled my game and removed ALL mods that I had and i'm starting fresh. at the moment I have about 30 something mods.What other mods would you guys recommend? I also think i'm going to get the Inigo one and the Immersive Weapons and Armors. All mods are welcome except for sex mods and goofy mods like dragons into UFO's. So I started up Skyrim today and I decided to make a new game,but it seems that the NPC's have no dialogue? If I interact with an NPC,they do say something but if they're supposed to make a speech etc they don't talk at all? I started at the College using the Alternate Start mod and I'm supposed to go with Mirabelle on a tour,but when I accept the tour all she does is just stand infront of the Hall of Elements and say nothing. I decided it might just be a bug with her so I went to Tolfdir and it activated the quest where you listen to tolfdir, however I stand there and he says nothing,just stands in place. My OS is Windows 8.1 if that matters
