I realize its a bit of thread necro, but... It was the arrows for me. I tried removing all my armor and even un-equipping all weapons and spells, but I was still freezing. After reading on the UESP wiki, I noticed it mentions having more than 999 arrows. While I did not have more than 999 of any particular type of arrow, I stashed all my arrows (and the dwarven bolts) in the chest outside the wing and the scene change finally went off without freezing.
