Pentacoast

Hey guys, I'm asking if a city can be made between Dawnstar and Winterhold, nothing TOO special or difficult. Add some walls, inns, shops, and homes. This mod could be added to the Skyrim Cities collection as one of the more "needed cities". Also, if you are interested in this, I'd be willing to help. Ideally I just want to start a "basic" town and see where it goes, there's a good stretch of unused road in between the two.
