What factions and ai data or packages should I use for it to turn aggressive on me?

I am planning to create an enemy npc that changes level with the player. Like if the player is lvl 10 the enemy is lvl 15 or the player is lvl 50 and the enemy is lvl 75. I know the Template data provides an AcotrBase that can do that with the prefix "lvl" but the problem is that it removes the Unique npc option. So is there a way to create a Unique enemy that levels up with the player?

Guys I am extremely new to the mod thing and I hope I went to the right part of the forum to ask this question. So my question is, is there a mod that changes the race appearance but not the actual skills? I really want the stats of a Khajiit but I don't want to look like a cat so is there a mod that can make you look like a Nord but keeping the stats of a Khajiit? I already asked this in chat but I think it is more appropriate here. Their answer was no there is not so I am just double checking. :( Another question is, what if I use a Covergirl mod on a khajiit, will it turn it into a human looking race? and last is, is it possible to have samesex marriage in skyrim with a mod?
