Oh man I completely forgot I posted this before I went away for the weekend. ​I believe I managed to find out what it was! IF I'm right, then you get 2 perks and 2 to stats when you level through your major skills in Character Creation Overhaul, 1 perk and 15 to stats with minor skills. ​Thanks for the help though!
