So I went ahead and picked up Skyrim SE (because it was on sale), replaced all of my mods so they are SE compatible and it seems to have fixed all of my issues. Thank you for your help.

I do not use ENB, but I do however have Skyrim HD 2k textures installed. I have made a backup for my .ini files and tried running them clean before editing them. The lag spikes are not associated with being in towns/crowds. I can be in the middle of no where and it happen. I have reinstalled Skyrim and started fresh at least 4 times now (with mods). I thought it might also be a VRAM or RAM issue as well, but looking at the (system performance spoiler) it never got above an undesirable amount when it spiked (maybe I'm reading it wrong.) I have tried running the game before ever using Crash fixes and the pre loader, with no luck

Your answer seems a little vague... I might end up doing that, BUT if anyone has any other recommendations or has heard of these issues please speak up before I "flush" everything and end up spending another 15 hours playing for x amount of time on each individual mod to see which one is the problem. We're talking about roughly 60 mods times the amount of playtime it takes to either come up with a random error again or decide "well maybe it isn't this one".

As the tags say, I'm having issues with Skyrim stuttering and temporary freezes. Like, when it freezes I can still hear everything in-game and it won't ever stay that way for more than 10-30sec. I've tried almost everything from; using STEP and following the guide to a T when setting up .ini's. As well as using Crash fixes, SKSE Plugin Preloader, One Tweak, LOOT, TES5Edit, and referring to STEP. I have included information about what's going on below. If there is anything else someone can think of PLEASE let me know. I've spent at LEAST 15hours trying to figure out wth is going on. Load Order System Performance I've also, encountered this problem as well. I don't know if it relates all. I just thought I would throw it in there as I am having issues with it as well. It has happened twice. Once when loading one of my saves (i fixed by reinstalling Closer quivers and AGO mods, then organizing LOOT again) and the other time was just random after playing for about 30min.

Bump^ I believe I've narrowed it down to when you zoom in with the bow and it activates slow motion. I still have no idea why this is happening though. Can someone please help?!
