YO! Anyone with this problem. Go to windows security. Virus & Threat protection. Manage Ransomware protection. Allow an app through controlled folder access. Hit the plus sign. Find all the Skyrim relevant stuff windows has been blocking and let em thu bois. May not work for everyone but helped me out.
