I believe it's clean now, so what do I need in order to start working on it?

Hey I'm new here literally just made this account, I want to make a mod, I've already made the plot up and all. I just need to know where to start. I want to make this available for Xbox One, and PC. What are my first steps to this? And would it work for both or do I have to make it twice for both? I have a PC but it has 1378 viruses so I am trying to get it cleaned out to start.
