Could I follow that "creating armor for fallout" tutorial for making a new head?

I want to know because I'm trying to make one, so if anyone has a tutorial for it please post one. more specifically I'm trying to get this model(for a personal mod) to be in Fallout:New Vegas(or Oblivion). so can someone please tell me how to do this.

I don't own Skyrim for PC but if the CK is like fallout's then dawnguard's esp probably isn't loaded. but if it's just her that you can't find then i wouldn't know :/

When I change anything like clothes,appearance or tactics In the GECK on Companions for some reason in game they have no voice. Does anybody know why this happens. If so can You tell me so I can fix it. why this is in the mod section is because I wanted to change the companions with modded hair and clothes but it happens with vanilla stuff too.

the BOS got Destroyed by the NCR in Operation:sunburst. And the West coast Enclave got almost destroyed in Fallout 2, the remaining Enclave integrated into the NCR or went east to D.C and were completely destroyed by the Lone wanderer and the BOS. (not to be a jerk or anything just answering your question)

Okay I wanted to edit Joshua Graham's armor and cut the sleeves off but I don't Know all the programs I would need to do it.
