Tokin2nite

So i'm done playing my mage, And i wanted to start a duel wielding wrecking machine. So far i'm having a really hard time keeping both of my weapons equipped. i hotkeyed my axe to 1 and my sword to 2. for some reason if i press 1 2 it'll just switch the weapon in my hand, instead of actually dual weilding. Is there any certain way that you have to do this?
