bump?

I'm averaging sub 300kb/s downloads with vortex at best, often sits at 0kb/s for a couple minutes then bounces around >50kb/s. Takes 30+ mins to download anything over 10mb. Only started happening recently (around when i cancelled premium subscription). Any help would be greatly appreciated, and I am really not looking to resubscribe to premium unfortunately as the free downloads is usually just fine. It also is incredibly slow downloading via chrome, so its not exclusively a vortex issue.
