I have been experimenting for a few days troubleshooting my game, and it's working perfectly save for the inability to enter whiterun without getting a CTD. I have checked every single one of my mods and could not find the culprit. I have tried installing ENBoost and that did not help either. Any advice to fix this issue would allow me to start playing, and would be greatly appreciated.
Using Alternate Start I have tested this by creating characters, and leaving from Breezehome and Jorrvaskr, both of which CTD when leaving the building and entering Whiterun.
I am running SKSE64, and have organized my LO using LOOT.

Hi everybody,
After a fresh install I have been scouring the internet the past few days trying to troubleshoot an issue that's been preventing me from playing. Whenever I load into the game and enter my inventory I cannot interact with spell tomes (or config books such as Vivid Weathers) without an immediate crash to desktop. After some digging and testing mods I've discovered that my "inventory.swf" file is missing from my Interface folder (\Skyrim Special Edition\Data\interface). I tried to "Verify Inegrity of Game Files" but it would not regenerate my missing inventory.swf.
Any advice on how to replace or retrieve this missing file could possibly be the key to letting my play and would be greatly appreciated.
I would prefer not to try fresh reinstallations or redownloads if possible as I have already spent hours crafting and recrafting my modlist the past several days and would rather not have to do it again. If you need more information I will try my best to supply it.

CTD when entering Whiterun

UPPDATE after further testing it looks like the CTD happens whenever I enter any gated city, I attempted to enter Solitude in a similar way (using alternate start with fresh characters) to be greeted with CTD once I try to leave my residence.
