SkyUI 2.2 works w/o SKSE on Special Edition (minus features like search). Not sure if it has the functionality you're looking for in that version but it could be worth a try for you.

You can try: startquest Favor153then your SetStage command. This should start the quest and set it to the stage to kill the giant. Not sure if it works in SE or if the startquest command requires you to also meet the requirement. I don't really understand where you're coming from. I've played the game a total of 26 hours and have only played the first two story quests to get to Diamond City. Every where I go there is a random event or quest and more map locations than I know what to do with. I feel like people are looking for reasons to hate the game rather than just enjoying it.
