.build-papyrus.yml goes in the root script directory, for myself, that was: "Q:\Steam\steamapps\common\Skyrim Special Edition\Data\Scripts\Source". You will also need to add an import line to any script source files. I have Data/Scripts/Source AND Data/Source/Scripts.
