i would do this if i knew how, but alas i don't, i was surprised that it wasn't in the game to begin with considering half the game world is water, if someone would be kind enough to make a mod for a player settlement location on the open water, i would greatly appreciate it. yes i know about spectacle island, but i'm talking a settlement that's directly on the sea.

i would appreciate any help on this i'm looking for either a mod or tutorial so i can change the frequency in which the weather changes so to increase chances of rain i feel that skyrim is just to clear all the time, i've seen it rain maybe once since the game came out, and i find it disapointing
