Cheat Engine can probably be used to alter the slider values of the scalp scale and others that correlate to head size beyond the in-game character creator minimum limit to achieve smaller heads I believe. Provided you can find the values. I've been trying to do this with body proportion/body shape slider values but haven't found them yet. Someone experienced could make a CE Table with these features. I made a thread about this There is a CE table on fearless that is being worked on but all anyone cares about are the cheats like maxing faction, materials, unlocking all cosmetic outfits etc etc. The interesting options always come last if they come at all. We'll see if anyone contributes any CC options to the table but I won't hold my breath.

Hey all, often times in games that utilize sliders in the character creation the values are stored and usually modifiable to go past the max/min limitations in the in-game character editor(if you can find them). Specifically I've been searching for the values to body proportions like height for example. I've been doing this via cheat engine to change them to something greater then 100%. Usually you can sus them out by searching what the current slider value is set at then going back in-game and decreasing or increasing it and then searching next in Cheat Engine for decreased or increased value by x amount. Unfortunately I've had no luck finding them thus far. I was wondering if someone more experienced with cheat engine/and or modding could look into this, thanks
