The assault carbine has some serious problems, such as bad accuracy and poor damage. The one mod i have seen to attempt to rectify this error doesn't affect the Gun Runners Arsenal version. I mean, it shouldn't be too good, but it should be better than a 10mm SMG, due to it's higher skill requirement.
