I actually solved my issue, it was Frostfall not playing nice with something in my load order. Disabling Frostfall in game stopped the freezing all together for me

I'm getting random freezing when I'm outdoors (Video freezes but audio keeps playing), it varies from two mins of play time to ten sometimes if I'm lucky. I've tried asking in a few other places but I'm at my wits end with this one. Anyone have any ideas? Here is a google drive link with my plugins.ini file in it, I don't know if it's a load order thing or what. The game used to work fine, until a few weeks ago. Any help would be appreciated.
