Saints Row series (except the first game, and Gat out of Hell) has a decent character creation, clothing and accessories. another game which is strong on character creation is The Sims series, you can install custom contents (aka mods) to add clothing, make up, accessories, etc, etc... Grand Theft Auto: San Andreas, despite you play as CJ, I believe its the only GTA game which you can highly customize him by clothing and body type (Muscular or Fat). no other GTA games can give you the freedom of how you physically change the character's form.
