[How to download Mods onto a USB stick]

Hi, i have a skyim Steam account on two computers but one computer has an Ip filter that stops me from downloading mods....it is my college's thing so i cannot do anything about it. but my other computer can download mods and i was just wondering if i could put steam mods onto a USB stick and put them onto my other PC....I have tried Skyim nexus mod manager doesn't work and i cannot download ay mods that way (or at least i think i cannot...) THANK YOU SOOOO MUCH
