I eventually solved this - There was a conflict between Beyond Skyrim Bruma and Identity Crisis, which there is a patch available for. -

Any time I try to leave an interior space, or a city, after the loading screen instead of me then being outside, I'm simply back where I was inside the door. Here's what I have tried, with no results: - Sort load order with LOOT - Start a new game - Verify game integrity in Steam Attached is my load order , I hope someone can help me with this as Google has not helped me yet 𤞠-
I'm thinking that for a main questline, the player should fight against the Thalmor or something... Breaking into the Embassy and reforming the Blades has definitely built up to something like that...
