GENTLEMEN! After browsing 10+ hours, I have found a solution that has fixed the problems listed, which I also have. DELETE THE SKYRIM.INI Then launch Skyrim with no mods, Then if you launch with mods again, the Menus and mods will be fixed. Good Luck!
