Ok, Ive gone and added that file, and disabled all my mods, and I'm still getting that problem

After waking up, Elder Lyons asks about the GECK as he should have during the American Dream quest, and I end up being unable to move.

Ok, so how do I fix it?

Ok, so I'm at the storyline quest The American Dream, and it says to report to Elder Lyons at The Citadel and I walk up to him with various other npcs gathered around and one of those conversations where you can only look around starts, only... The diologue proceeds VERY slowly and I can't hear Sarah Lyons at all, or see her, and at one point, after telling him that they have the GECK, a couple more things are said, and then they just stop talking, and stand there, and I'm stuck only being able to look around...

As the title says, there are some NPCs in Paradise Falls missing their heads, and I've noticed one thing in common; all the npcs have explosive slave colars...
