changing mods in Vortex doesn't work consistently

figured out the problem, is was elevation -
I close the game, then add new mods or disable mods in Vortex, start the game back up, and the game ignores the changes, the mods remain the same. can someone explain why is this happening?

I'm a noobie at modding Kotor and I've never worked with .2da files before, what do you use to modify this file type?
