lol no worries buddy i took no offense to your comment it's not an issue with performance for sure i can run the witcher 3 while playing league of legends without an issue as far as i can see it's just a clash between fallout and malware bytes for some odd reason

the specs on the pc were in the beginning of the video but it's got an I5, 1070, and 16g of ram. after a lot of trial and error and searching a ton of forum responses i found out the issue was because of Malware bytes and it's self protection mode. Thank you friends for your help was much appreciated!

So recently i had to do a system restore on my computer which for some reason effected my fallout causing it to have some frame stuttering which still maintaining 60 fps. I've been trying for two days already and just can't figure it out. Any help would be appreciated.
