Severable & Dismemberment Help Requested

I'm trying to add random dismemberment to armor/clothing so that when something spawns wearing this, it will have the chance to have a limb cripples/severed. However, I can't figure it out. I'm also having trouble with the BodyPartData and trying to figure out how to make it so that limbs can be severed, but alter the damage they do to that NPC. I know how to set it so that the NPC won't take damage from a body part, but I don't know how to make it so that body parts can still be severed without affecting the health of the NPC.

I deleted everything related to fallout and reinstalled it all. I haven't moved anything from it though. I reinstalled the creation of as well, after it told me to validate the files and it's still having the same problem. -
Is it just me, or does it seem like there is more time spent trying to fix and make this game work than there is time spent actually playing it? I was having graphic issues and after spending months on trying to fix it I just reinstalled everything and got the game to finally work. I can make a new file and customize a character once again but, the game will only run if I start Steam at admin and then run Fallout through Steam. Attempting to run FO4 through my PC from anywhere results in the the loader repeating to ask me to hit play. In addition to this... Now F4SE (Which I also reinstalled) wont open due to not being able to find Fallout4.exe I tried adding the .exe and it just made a new copy of the loader, and it is set to show hidden files. I can run the F4se loader from the Common/FO4 but it will CTD soon after the main menu loads. lol, In addition to this! I can't open the creation kit. It's telling me that the Steam_api64.dll is missing. After about 2 hours of searching all I can find are the sites to not download it from and a bunch of people asking how to fix this but nobody saying that they have fixed it, not without downloading something from some malicious site. I reinstalled Steam hoping it would replace the missing file and it didn't. So, in short I can't get Fallout4 to run on F4se without CTD on the main menu, I'm missing Steam_api64.exe Fallout has been my favorite game since it came out, but I'm honestly about done with this.

Yeah, after the first GPU comment I went on a google rampage and see that mine is indeed outdated. The UGridsToLoad probably got to 6 from me scrambling, making changes left and right in an attempt to fix this lol. When this started I had a level head about it, but as time on I started to test random settings as nothing I tried worked. Those missing lines however helped a lot. I have some sort of field of depth effect now that I've never even seen. All textures are loading fine now but the grass/vines. They're still flat and pixelated. I'm going to try reinstalling ReGrowth, maybe that will do something. Thank you, really. I could not go one more weekend with my wife expressing how much the cares about the graphics are messed up and about how my fault lol.

So I had this problem once before where the grass, vines all become super thin and look pixelated and metal and wood are both blurry. Somehow I fixed it with a combo of an ebn and ini tweaks but I had to do so much that by the time it was fixed I had no idea how I actually fixed it. Has anyone else had a problem like this or know or any fixes? I'm at work right now but can give specs in about 2 or 3 hours if anyone feels like taking a look.

I'm working on making destructible items but all of the tutorials/ info I can find is about skyrim. This is where I'm at right now with this. https://www.creationkit.com/index.php?title=Destructible_Objects "Once you've done that, click the Add button in the right hand side of the window. In the filter in the window that pops up, write "Stockade" without the quotes." I'm trying to find the FO4 equivalent to Skyrim's "Stockade".

Factions/Enemy not hostile

Might you be able to provide a link of how to apply this? I'm still working on learning papyrus. Up until now all I've done is change actor and item data, changing inventories and landscaping. I watched this video https://www.youtube.com/watch?v=VIJnSvSnaYo and got to the part when you compile the script but it said Failed. Edit: 121217 919am So idk how I managed to do this but the enemy that won't attack only happens with my one character. The enemy is hostile to my other characters and the new one that I made to see if that was an issue. -

I have the Player Faction set as Enemy in the Feral Ghoul Faction & The Feral Ghoul Faction set as Enemy in the Player Faction but the Feral Ghoul won't attack me unless I attack first. -
Is there another way of making an enemy hostile towards the player without using factions? I've been changing around enemies and I have one now who won't attack me unless I attack them first. I've checked the faction and even made a new one and they still won't attack the player.
