update: Turns out it was my Photo realistic commonwealth ENB that made this problem. I deleted that ENB and everything returned to normal. -
I don't know what happened, All of the mods I downloaded seems fine but for some reason this shows up. I suspect that it might be looksmenu but I am not sure. I reinstalled them and did not work.
