I played the hell out of Fallout 3 on the Xbox but I'm getting a new PC soon, so I'm looking to add a bunch of mods to make a new experience.

 

 

Any recs? Mods that add more NPCs wandering around that you can talk to, new cities, factions, HD textures, engaging questlines, etc.
