I downloaded about ten mods that my friend recommended, installed every one per the instructions, did the special step of fixing UAC, claiming ownership of steam and Mod Organizer 2, changing workarounds to Script Extender and opening the game while Steam is closed. However OBSE just won't work. It initializes in game, it says it's running, but I don't get XP! OBSE is running properly, I know because I used the OBSE Tester to get it to work. I downloaded the plugin for it. Is there a step I'm missing?

I can't get OBSE to work properly. I've installed it properly, Steam Overlay just won't work with Oblivion. Now that I think about it, I don't know if I've ever seen it work with Oblivion. Can someone help? Below is a screenshot of my game directory and my MO 2 window (I couldn't work it into the screenshot so just know that I did move the OBSE data folder to the Oblivion game directory).
