i have the latest version of skyrim, instaled wit using the mod manager, activated it and yet the guy in riverwood trader never sells the spells and there are no reactors anywhere

I have the latest version of skyrim, installed it using the download manager, activated it, and went to the riverwood trader and he doesnt sell the spells and there is no reactor in the house...
