I guess the only good, alternatives for me would be:
1- having a choice to use or not use it at the start of the game, and once youve chosen there is no goin back
2- you can toggle it on and off either with the console, or as was erlier said in the menu.
3- or it was implemented in some kind of teleportation spell

holy hell im not sure about any else but i play RPG's for the ROLE PLAYING!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! for the realism, i like to play so that i can escape, my endless hours of work, the inesscant chattering of my girlfriend, i play for the realism, if this fast travel system actually is in oblivion i will ignore it with religious fervor, i want realism, i meen jobs, hunger, aging, and the such, this totally makes oblivion very far from the REALISTIC RPG'S that super hardcore fans are looking for

Very good Faq Dark0ne, thank you very much, and if they did randomize the radiant AI it would make things alot easier, imagine you have been constantly filching from an npc's house for 3 days and on the fourth day, BAM you walk inot his house, and instead of being at work he decided to have a sick day, lol, it all depends on the detail calibre of the AI
