AFAIK Wrye Bash checks registry for game installed. Installation via Steam edit registry in the right way. Did you install right version of Wrye Bash BTW? It used to be at Nexus (Google Cache), but that's seems no longer the case. Anyway you need at least version 307.37.

AFAIK it needs SKSE. And there is no SkyUI for that same reason. -
Click on mod version in the list.
