I found a fix! with console commands (If your in survival download a mod that allows you to use them) then type the following help "local leader" 4 player.addperk 0004D88D (this is local leader 1) player.addperk 001D2468 (this is local leader 2)

I'm having the same issue. Another mod requires Local Leader 1, but this white version of Local Leader appears to start beyond 1. Wonder if this means I will never be able to access Local Leader 1 Content. Hope somebody finds a way to resolve this.. Kind of a big section of the game. :/
