I just found a fix for this. You can use Vortex to install mods if you go into the mods.json at Cyberpunk 2077\r6\cache\modded and change all mods to deployedHash:0 and deployed:false and launch through Redlauncher instead of Vortex -

Same thing is happening with my game. No clue what the issue is. Edit: I just found a fix for this.
