I've tried so many things but some NPC's still attack really slow with two handed weapons, the weird part is only some of their attacks are slow and some are not. any ideas?

no matter what I do I cannot get the walls on the elven gardens side and the opposite of the market to touch the street surface. I do not have better cities installed but I did try to install it, I uninstalled it when I saw yellow exclamation points in the waterfront. I dont have any other imperial city mods installed either. What can I do?
