difficulty mod should ideally include: -rescaling (weapon damage, armor, hp, perk bonuses) -enemy scaling to player level that you never out-level them -enemy ai aggro and awareness and tactics (more pressure on the player) -enemy aggro range and pursuit mechanisms -enemy attack speed as well as dodge speed -enemy weapon and item scripts and abilities like giving each enemy more healing items, grenades, giving them better weapons, including tech weapons (not all but some enemies should have stuff like tech rifles and those explosive arm implants, cyberware etc available to the Player as well as sometimes advanced tech weapons and counter-hacks) -reinforcements in some specific situations All in all it would be quite a bit of work.
