What should I look for in a gaming laptop as far as GHz, CPU, RAM, etc.?

I bought Skyrim: Legendary Edition a couple of days ago from steam. Downloaded it just fine and started it up to find that it was unplayable. The lag on it is awful. Ive tried some stuff that people said would work on the internet but the game is still terrible. I have Fallout 3 and New Vegas as well. They are just as bad. Im not sure what information would help but here is some info. on my laptop: Windows 8, Processor: Intel® Celeron® CPU B830 @ 1.80GHz RAM: 4.00 GB System type: 64-bit Operating System, x64- based processor Hard Drive: 320 GB Graphics Card: Resolution 1366 by 768 Chip is an Intel® HD Graphics Family Thanks!

Okay. I just tried it and it is doing the same thing.

The game loads the starting screen just fine but when i go to start a game it crashes and i have to turn off my whole computer. I have the steam version.
