I changed fLODFadeOutMultActors= to 60 but can't really see any difference, was that the right one or am I doing something wrong?

Is there a way to be able to see NPCs from even longer distances? Are there any mods like that? I have actor fade set to the max value(15) but I don't think it's enough.
