if you know how to compile NMM then there is a fix to this bug

Actually, that isn't a fix. I've been able to rule out AV/anti-malware by installing the same file thru MO. Thus, the problem is with NMM. Could be a bad instruction set within NMM or something else. No matter which way you look at it, this is an issue with NMM and NOT anti-virus.
I also tested NMM by hammering on the install. Eventually, the mod is installed without error. Looking through my AV logs, there are NO entries for NMM, zip files, 7z, or anything remotely related. The whole antivirus is a red herring.

Instead of jumping into the argument, I would recommend looking at this site:
https://www.av-test.org/en/antivirus/home-windows/And choose the best anti-virus package that fits your needs.

I would also upgrade that power supply. You will notice a difference between a PSU running at 400w vs. a PSU at 300w.

Have you looked at the logs? Also, I noticed I had to manually added folder options in the Fallout 4 ini files. Have you made any changes to those as well?

Also, keep in mind, Windows XP has reached EOL (End Of Life). Receiving Windows XP patches and support is out of the question from Microsoft and most software runs better on up to date platforms.
