I have been having this issue for a long time when I try to play Skyrim the mods in Vortex get disabled. Can anybody Help please?

I'd like to make a request for a mod. I do not know how to make mods. I have however made a follower watching how to videos on you tube. If I had the knowlege I would try to make a mod that lets player and follower ride the same horse together I think a mod like that would have a lot of players interested. Thanks
