  1. I was having the same problem, but I think I fixed it. First I moved the "fallout 3 goty" folder from steam out of the program files. Then I went into my game library in steam and right clicked on fallout 3 game of the year edition in the sidebar, and then properties. Then local files, verify integrity of game cache, and then it restarts the download of fallout 3. When it start the download, right click again on the game in your steam library, and then pause the download. Go into Computer/Local Disk (C:)/Program Files/Steam/steamapps/downloading. There is a folder there called called 22370 and a patch. Move them to the desktop and go back to the steam game library, right click fallout 3, and delete local content. Now move the folder 22370 and the patch back into the folder it was in before, which was called "downloading." Go to the Nexus Mod Manager Icon on the desktop and right click it, run as administrator, and hopefully it works for you. Without running it as administrator, it could bring up a error saying "Cant write permissions for c:\Games\Fallout3\Install Info." Hope this helps out!
