I got the mod as both one handed and two handed. I installed it but in game, it wont show up. When i equip it, its like im holding an invisible sword. Any possible fix?

I got this active perk after reading a book dropped by halldir, a mini boss. It adds 20% mana regeneration permanently. Is this legit? I cant find any info of this from any site.
