Looking at the creation kit, the ability to make them is tied to the quest: DLC04MQ04DixieSceneQuest and completing stage 50. The quest to get those is a runonce. So, once you've become enemies, you're locked out.

FYI, I'm working with the Fallout 4 creation kit on this. To get straight to the point, I'm working on a mod and I need to include the ® (registered trademark) symbol. I've found that, in the name of the object, if I add &#0174, it will put the ® symbol in the menu listing. However, in the transform/preview, it shows the text literally and shows "&#0174" instead of the symbol. Does anyone know how to do this? Or is it even possible? Even a gentle nudge in the right direction would be greatly appreciated. And, if it matters, I am working with the owner of the trademark, so I'm not trying to violate any laws/rules. Thank you!
