Interesting, I also have these very long loading times. But I dont have a FPS Capper enabled, at least I think so. Where can look for this. In my ENB Settings there is no FPS cap activated. I also dont have much stutter on my machine what so ever, just very long loading times when using a lot of mods /?

As far as I understand this, that this is an NMM error/bug! Start NMM Got to C:\Users\"YOURNAME"\AppData\Local\Skyrim and open the plugins.txt, if the skyrim.esm is twice listed (like skyrim and Skyrim) delete the "skyrim.esm" save and start the game with NMM if the problem is solved, this should be hotfixed asap

Does this also work to decode mp3 into XWM? You know to put other music ingame?
