I am in full support of this idea! Since the release of the game, I have been checking hopefully for some community-made voice packs. Since the X-Com community is already spread around the world, I'm sure that there are hundreds of players who would be willing to record their natural accents. This would be great because it wouldn't cost anybody anything; nobody would have to do any serious voice-acting; it would generate tons of individual voices, thereby satisfying a common complaint among X-Com players; instead of just getting generic cultural accents from professional voice actors, we would get regional accents also (for example: Texan, French-Canadian, Bristol, etc.); and it would be fun to do (at least for me). Some issues I can foresee: It might not be possible to add custom voices to the game (though I doubt that someone, somewhere couldn't manage to do this); there would be a huge range in the quality of the recordings (both in in-game enjoyment value and sound quality); there is an unfortunate likelihood of getting a lot of inappropriate content (mostly concerned about abusive stuff); and I'm sure that the majority of voices would be male (since female soldiers are awesome, I hope that enough girls from around the world play X-Com and would be willing to record voices!). Maybe I'm just stating the obvious, rather than moving this idea closer to actually being implemented, but I thought I'd get my two cents in and announce my eagerness to support any initiative to get some community voice packs going.
