And also, bMouseAcceleration is at 0

So, i have an issue regarding of the usage of VSync in Skyrim SE and here's the issue simplified: When " iVsyncPresentInterval" is at 0, the game runs much smoother, but seems to run into some odd glitches that basicly make the game unplayable, the beginning cart ride to Helgen is just spinning out of control, i passed this by just setting it to 1, went through the cart ride and did my character, reset the game and switched it back to 0 again, everything seemed normal, until i went to the caves, where you encounter the first frostbite spiders, they were just stuttering up and down and had trouble moving, and 2 of them were just stuck in mid air not being able to come down to even fight. When " iVsyncPresentInterva " is at 1, the game works properly, but i have some serious mouse lag, and its kinda really not playable, turning it off seems to be the only thing that get rid of the mouse lag, but then i get the weird glitches/bugs So, im really wanting to play the game again after a long time, but i cannot really until i can somehow resolve the issue. I'm not using any other mods than " unofficial skyrim special edition patch " which is supposed to fix glitches etc. and i had this issue even before i installed it If you have any suggestions that could solve this, would be highly appreciated!
