Hello, I think you are a very talented texturer but I couldn't stop to think why you don't use uncompressed normal maps 8.8.8.8 ARGB 32bit with half the resolution. You won't lose any Quality by reducing this but also gaining quality by removing compression artifacts. And yes, What I just said will give you same file size as a DXT5 compressed normalmap.
