Is your magica high enough to cast the spells? Try casting in God mode.

Disable all mods till you get out of Helgen. I have the same problem. I saved me game just after we get out of the wagon and before you pick ur race. That way whenever I want to start a new game I don't have to do the wagon bug.

Had the same problem, gettin attacked. Figured out it was Vilja. As soon as I walked into the Whiterun inn everyone attacked me or maybe they were attackin her. She killed the blade for hire in the back, don't 'member her name an al fightin stopped. Went into Dragonsreach an everyone attacked me also, aye, even the Yarl. Yea, Vilja has a bug.

Had the same problem with the hi-res map. Had to quit to desktop, close nmm and download directly from the website.
