I have the same problem. The unpacker works just fine. The problem with the launcher for FOSE seems to be the problem I had when I couldn't launch F3 properly. I had to install Games for Windows for it to work. Which might help explain why FOSE doesn't work.

I installed my FOSE into my Fallout folder. (Local Disk (C:)/Program Files/Steam/steamapps/common/Fallout 3 goty) and it won't launch. Some information about my PC: >Running full version of Windows 8 (32 bit). >All mods not requiring the FOSE work perfectly fine. >Despite my efforts, I have yet to find the cause let alone a fix. Does anybody have any idea how to or whether I can fix this problem?
