At first I thought it was my ENB, which made the rain extremely pixelated. But when I uninstalled it to see if that was the problem, my screen is just pure white. What I did was install the ELFX weather optional file, fixed my mod load order, and now it's better now. Hope this helps somebody, this does not seem like a common issue.
